秋冬以來,我省很多地方連續發生火災,其中較大的就有一二五起,損失達六十餘萬元。不僅使國家和人民生命財產遭受了重大損失,使遭災羣眾在生產和生活上發生嚴重困難,而且也影響社會治安和社會主義建設事業。火災不斷發生的原因,除季節性特點外,主要由於防火宣傳教育工作做得不夠,羣眾對火災的危害性認識不足,警惕性不高,缺乏防火知識,有關部門督促檢查不夠,發現火險未及時堵塞,對反革命分子、階級敵對分子監視控制不嚴,使敵人有縱火破壞的空隙。此外,不少地方和工廠企業單位缺乏必要的消防設備,消防組織不健全或流於形式,一旦發生火警,不能及時撲救,造成嚴重災害。
