“三讲”教育期间,河北省丰南市四大班子的领导干部集中7天时间,深入基层、深入群众开展工作。对于经济、社会发展相对落后的村,他们更是殚精竭虑。四大班子所联系的后进村共29个,有人口2.2万人,耕地3.7万亩,人均收入3315元。在这些村中,有15个村地理位置偏僻,土质沙洼、盐碱严重,村集体经济薄弱,农业基础条件较差;有6个村班子不团结或村班子更换频繁,大部分村缺少经济社会长远规划;有8个村信访矛盾等遗留问题较多。调
