拿破仑是在艰难的环境中磨炼成才的,出众的才智,使他从一个无人知晓的小人物,成为当时欧洲军事政治舞台上纵横驰骋的法国最高执政,令那些不可一世的权贵匍伏在其脚下称臣纳贡。这一经历,使拿破仑对人才有着较深的认识。他曾由衷地对人说道:“一个人才,不管是哪一种人才,是一种真正的威力。”(《拿破仑外传》第221页)他在给儿子的遗训中也嘱咐道:“法国有非常聪明的实干人才,唯一需要的是发现他们,给他们以恰当的工作……让我的儿子听听所有这一切,让他按真实价值对待一切事物,并把全国所有的真正人才放在他身边。”(《拿破仑书信文件集》第550页)
