笔者认为,企业一方面要鼓励员工学技术,不断提升安全素质,但同时又要谨防“灯下黑”。图为某企业员工认真检修设备。(图片由大唐国际北京高井热电厂提供)技术水平对于做好安全管理具有一定的促进作用,但二者并不成绝对正比,如果不能正确看待和运用技术,而是作为违章、逾越制度的借口,就会适得其反。笔者认为,企业一方面要鼓励员工学技术,不断提升安全素质,但同时又要谨防“灯下黑”。第一,不能逾越制度。无论技术水平高与低,新职工还是老职工,都必须严格遵守各项安全法律法规
