第一、文教科必须加强对文化艺术的工作领导我们党与人民政府都不断的在关心着人民的生活,我们党与人民政府同样的也关心着人民的文化生活。这是我们国家的政权和社会制度所决定的。人民需要的事情,就是我们应该做的事情。人民除了要求经济生活的向上,同样也要求提高文化生活。因此,我们就必须关心人民的文化生活。任何一个人都需要有文化生活,否则就成为机器一样。人人都有这们文化生活的要求,这就是全体人民的事情,人民政府就必须关心这个事情。特别是今天,我们国家正开始了大建设时期,我们不仅要从物质生活方面来满足人民的需要,同时也要从文化生活上满足人民的要求。因此,人民政府就必须加强领导这个工作,不能让它放任自流下去。文教科担负这个任务,就是我们工作中的主要部份。过去因为我们专搞其他工作,对文化艺术工作没有领导起来,这是不应该的,今后必须注意起来。文教科是掌管文化教育工作的。教育工作是为了培养人材,因此应该把教育工作放在第一位,但这不等于教育是唯一的,而文化就不必要或者就应该取消它,我们不要求文教科要拿出全力来办文化工作,而是要求拿出一定的力量来加强领导它,这是完全应该的。党是做思想工作的,因此要求党在政策思想方面多加领导。政府
