企业制度改革的关键是什么?通行的主张是明晰产权。 然而,数十年来,国有企业活力不足的根本原因在于企业附庸于政府。明晰产权并不意味着对此能有彻底的根本改变。改革的关键还在于政府与企业之间的全部关系明确、规范于法律。明晰产权仅是其中的一部份而已。 国有企业制度的改革不能脱离政治体制改革单独进行,也不能局部进行,它的改革涉及各个方面,必须整体而动。
What is the key to the reform of the enterprise system? The prevailing proposition is to clarify property rights. However, for decades, the fundamental reason for the lack of vitality of state-owned enterprises is that companies are attached to the government. Clear property rights do not mean that there can be radical fundamental changes to this. The key to reform lies in the fact that all relations between government and enterprises are clear and standardized in the law. Clear property rights are only part of it. The reform of the state-owned enterprise system cannot be carried out separately from the reform of the political system, nor can it be carried out in part. The reform of the state-owned enterprise involves all aspects and must be implemented as a whole.
