江苏省盐城市现有9个小氮肥企业,多年来,由于生产水平低,经济效益差,连续12年亏损,累计亏损额达2,677万元。1983年,盐城市工业局以提高经济效益为中心,狠抓企业整顿,加强经营管理,重视技术改造和节能降耗,在能源紧张、原料加价、计划煤供应减少70%的情况下,全市生产合成氨11.59万吨,比上年增长25%。吨氨煤耗下降了8%,吨氨电耗下降了5%,9个化肥厂全部扭亏为盈,共实现利润362.3万元。盐城市小氮肥企业扭亏为盈的主要经验是:
