水是生命之源。水资源是人类生存、生产和发展不可替代的基础自然资源,是支撑和保障社会经济发展的战略性资源。保护水资源,节约用水,是人类社会的共同责任和义务。党的十六大为全面建设小康社会描绘了宏伟蓝图,继续把水利放在基础设施的第一位,对解决水资源短缺问题,提高资源利用率,推进可持续发展,提出了更加明确的要求。山西作为全国最严重的缺水省份和供水严重不足的省份之一,建设“节水山西”,是贯彻落实党的十六大精神,推进全省水资源可持续利用和经济社会可持续发展的战略选择。
Water is the source of life. Water resources are the basic natural resources that human beings can not substitute for their existence, production and development, and they are the strategic resources to support and ensure the social and economic development. Protecting water resources and saving water is the common responsibility and obligation of human society. The 16th CPC National Congress has outlined a grand blueprint for building an overall well-to-do society and continued to give top priority to water conservancy projects in infrastructure. The 16th CPC National Congress set forth clearer requirements for solving the water shortage problem, improving resource utilization and promoting sustainable development . As one of the most severe water-deficit provinces and one of the provinces with a serious shortage of water supply, building “water-saving Shanxi” is the key to implementing the spirit of the 16th CPC Congress and promoting the sustainable utilization of water resources and sustainable economic and social development in the province Strategic Choice.
