三、国有企业改革两权分离阶段(1985年-1992年)(一)企业改革情况1984年10月召开的中共十二届三中全会通过了《中共中央关于经济体制改革的决定》,这是指导中国经济体制改革的纲领性文件。会议明确了改革的方向、性质、任务和各项基本方针政策,提出实行在公有制基础上的有计划的商品经济,国有企业的所有权和经营权相分离的改革思路,以及建立多种形式的经济责任制,认真贯彻按劳分配原则等。
