创业是促发展、稳就业的重要手段。从全球范围看,大多数经济发达的国家和地区,民众的创业参与度都比较高,对经济的带动效果明显。在我国,随着人民生活水平不断提升,投资环境的不断改善,就业压力的日益增加,人们对于自主创业的热情越来越高。同时,在复杂的市场竞争环境中,大批创业人群的异军突起,会不可避免的带来很多矛盾与问题。政府作为市场监管调节的主体,为完善投资创业环境,必须发挥主导作用,提供制度保障,维护市场秩序。这不仅是一个经济问题,更是一个民生问题。
