要实现资源的最佳配置,既不能用计划机制排斥市场机制,也不能以市场机制取代计划机制。计划机制和市场机制必须同时并举,双管齐下。必须在ⅠB模式和ⅡB模式之外寻求一种更为理想的方案。
In order to realize the optimal allocation of resources, neither the market mechanism can be excluded by the plan mechanism nor the plan mechanism can be replaced by the market mechanism. Both the planning mechanism and the market mechanism must be implemented simultaneously. A more desirable solution must be sought beyond the IB and IIB modes.
