能源是实现我国四个现代化建设的重要物质基础,铁路部门又是耗能的大户,为抓好工程设计这一节能的关键环节,使能源的浪费消灭在设计阶段,贯彻落实节约能源和合理利用能源的要求,遵照国务院和国家计委、经委、能委关于节能工作的指示,铁道部节能办公室和基建总局委托专业勘测设计公司代部组织编制《铁路工程设计节能技术规定》。
