1964—1967年围绕泰国出兵越南问题美泰两国进行了一系列交涉。考虑到泰国出兵问题的交涉会影响双方在其他暂时对美国更重要的问题上的谈判与合作,美国约翰逊政府直到1967年初泰国主动宣布出兵越南的决定后才就这一问题与其展开磋商。与此同时,由于老挝问题对自身安全的重要性远远超过越战形势,以及担心中国与北越的报复使得泰国起初并不愿意向越南出兵。1965年后国家安全形势持续恶化,以及美泰之间缺乏明确的双边安保协定,使得泰国对于出兵越南的态度最终发生根本转变。美泰双方的上述行为与动机从一个侧面凸显出冷战时期美泰同盟关系的复杂特征。
The United States and Thailand conducted a series of representations on the issue of Vietnam’s troop dispatch in 1964-1967. Taking into consideration that the negotiation on sending troops to Thailand will affect both sides in negotiating and cooperating on other issues that are more important to the United States temporarily, the Johnson administration of the United States will not hold consultations on this issue until Thailand voluntarily announced its troop deployment in Vietnam in early 1967. In the meantime, Thailand is reluctant to send troops to Vietnam due to the importance of the Laos issue to its own security far beyond the Vietnam War and the fear of reprisal by China and North Vietnam. The continuous deterioration of the national security situation after 1965 and the lack of a clear bilateral security agreement between the United States and Thailand ultimately led to a fundamental shift in Thailand’s attitude toward sending troops to Vietnam. The above acts and motives of the two sides show the complicated features of the relations between the United States and Thailand in the Cold War era.
