结构调整在使国民经济结构趋于优化、宏观经济效益得到提高的同时,会带来社会各阶层、各集团、各单位以及个人的利益格局的调整,处置不当会产生不稳定因素。在我国的结构调整中,兼顾好经济效益原则和社会稳定原则的主要思路应该是:(1)树立科学的公平观和效率观;(2)协调好短期稳定与长远发展的关系;(3)在不断深化的改革中求得长期持久的社会稳定;(4)建立具有中国特色的社会保障体系;(5)大力推进企业兼并,促进包括劳动者在内的生产要素的流动和合理配置。
While structural adjustment tends to optimize the national economic structure and enhance macroeconomic benefits, it will bring about the adjustment of the interest pattern of all social strata, groups, units and individuals. Improper handling can bring about instability. In the course of structural readjustment in our country, the main idea of giving consideration to the principle of good economic benefits and social stability should be: (1) establishing a scientific concept of fairness and efficiency; (2) coordinating the relationship between short-term stability and long-term development; (3) (4) establish a social security system with Chinese characteristics; (5) vigorously promote enterprise mergers and promote the flow and rational allocation of production factors, including laborers.
