主席、市长、副市长、中央政府各部门首长、各界代表同志们:我们今天在这里控诉反革命的罪行和讨论处理反革命罪犯,已经是第二次了。五十多天以前,我们曾经在这里开过一次大会,上次开会后,枪毙了一百九十九名反革命罪犯。这件事情办得对不对呢?办得对。各界人民都认为替老百姓办了一件好事情,因而人民兴高采烈,观腾鼓舞,异口同声地说:「政府办得对,替老百姓报仇了」,「这些人罪大恶极,应该千刀万剐,枪毙太便宜他」。我们枪毙了反革命,同时也教育了人民群众。在这将近两个月的时期,人民群众革命的觉悟、革命的积极性和爱国热情空前提高。人民群众也更敢于起来同反革命作斗争。
