实行医院分级管理势在必行。过去我们在医院管理中做过不少尝试,六十年代面向农村、组织医疗队下乡;七十年代搞福利,搞社会办医、合作医疗,把医院办成福利性的事业单位,只讲社会效益,不讲经济效益;八十年代搞承包,开始与两个效益同步;九十年代初开展岗位责任制等等,在当时都起到了一定的、积极的导向作用,而现在的分级管理,则是医院管理的一种有效机制,是医院管理人员多年探索建立的机制。
