本文探讨中国台湾警察与消防组织间合作机制,系透过不同消防灾害案例了解警察与消防组织合作的情形,结果发现警察与消防合作在防灾救灾上,确可发挥关键效用。特别是警消分立后,警察与消防合作不再像以往合并时密切,更凸显警察与消防合作的重要性与必要性。警察与消防组织已经分立,未来再度合并成为同一组织的可能性不高,或期待两组织合并的想法并不切实际,重点是应建构两组织间的合作机制。为深入探讨本议题,作者分别从个人与个人间、团体与团体间、组织与组织间、环境四个层面进行论述,探讨理论上与实际运作上警察与消防组织间合作机制。
This article explores the cooperation mechanism between police and fire service organizations in Taiwan Province of China. Through the case study of different fire hazards, the author understands the cooperation between police and fire service organizations. The results show that police and fire cooperation can indeed play key roles in disaster prevention and relief. In particular, after the separation of police and firepower, the cooperation between police and fire fighting ceases to be as close as ever in the merger, and the importance and necessity of co-operation between the police and firefighters are highlighted. It is unrealistic to expect that the police and fire service organizations will be separated and the possibility of future merger into the same organization will not be high or that the idea of merging the two organizations is not realistic. The emphasis should be on building a cooperation mechanism between the two organizations. In order to explore this topic in depth, the author discusses the cooperation mechanism between police and fire fighting organizations theoretically and practically from the four levels of individuals and individuals, groups and groups, organizations and organizations, and the environment respectively.
