组织内事项的提议和许可权在上下级之间如何进行配置,是从组织顶端到末端以上的各层级负责人都会面临的问题,却尚无明确一致的答案。不完全合同下的授权理论讨论无转移支付条件下组织内各事项决策权的层层授予,对于理解企业和政府的组织结构、权威分配及治理绩效等问题具有重要意义,也已被广泛应用于行政和立法过程以及公司治理等多个领域。本文首先理清现代最优授权问题的研究框架,分别讨论对称信息和不对称信息下的授权决策,进而对授权的最优形式以及新近扩展进行了梳理。
There is no clear and unanswered answer to the question that the proposal and permission of intra-organizational matters are to be arranged between supervisors and supervisors. This is a problem faced by all levels of leaders from the top to the end of the organization. The authoritative theory under the incomplete contract to discuss the layers of grant of decision-making power under the condition of no transfer payment is of great significance to understand the organizational structure, authority distribution and governance performance of enterprises and government, and has been widely used in Administrative and legislative processes and corporate governance. This paper firstly clarifies the research framework of the modern optimal authorization problem, discusses the authorization decision under symmetric information and asymmetric information respectively, and then sorts out the optimal form of authorization and its recent expansion.
