2006年11月10日,随着北京市高级法院对原财政部金融司司长徐放鸣作出终审判决,沸沸扬扬长达2年多的“农发行窝案”终于到了落幕的一刻。此案之所以非同寻常,在于其不仅把农发行两个位高权重的副行长拉下马,还把财政部颇有前途的官员拉下了水,农发行窝案更因此成为2006年反商业贿赂第一大案。由审计风暴引出的这起窝案,直到以原财政部金融司司长徐放鸣被终审判处有期徒刑13年而宣告审判终结,所有的一切都水落石出,其中的曲折和复杂的因素才能解密。
