水资源是基础性的自然资源、战略性的经济资源,也是生态与环境的控制性要素,实现全面建设小康社会奋斗目标的新要求,离不开水资源的支撑与保障。这就要求我们对2020年我国水资源供需形势有一个科学的分析和判断,为加快水利发展,加强水资源管理提供依据,以水资源可持续利用支撑
Water resources are basic natural resources, strategic economic resources and also controllable elements of ecology and environment. The new requirements for realizing the goal of building an overall well-to-do society can not be separated from the support and guarantee of water resources. This requires that we have a scientific analysis and judgment on the water supply and demand situation in China in 2020, provide the basis for accelerating the development of water resources and strengthening the management of water resources, and support the sustainable use of water resources
