从5月16日起至30日,《北京市烟花爆竹安全管理条例(草案)》公开征集市民意见。草案规定每年除夕至正月十五,北京除车站、机场等8类公共和重点消防区域外,允许市民燃放烟花爆竹。从1993年开始,北京的“禁放令”已经实施十二个年头了,可是每年春节依然能听到不绝于耳的鞭炮声。禁放令早已经成了一纸空文。《草案》的出台预示着北京执行了12年的“禁放令”有望过渡到“限放”,并最终结束放与堵之间那场尴尬的游击战。现将有关文章及英国《泰晤士报》消息发表,以飨读者。
