各位代表:根据中共贵州省委的《建议》,我们制定了《贵州省国民经济和社会发展“九五”计划和2010年远景目标纲要(草案)》。现在,我就《纲要(草案)》的有关问题向大会作工作报告,请予审议;并请各位政协委员和到会的同志,提出宝贵意见。“八五”及1995年政府工作回顾“八五”时期,我们在中共贵州省委的领导下,坚持邓小平同志建设有中国特色社会主义理论、党的基本路线和基本方针,认真贯彻党的十四大和十四届三中、四中、五中全会精神,在省人大及其常委会的监督帮助下,经过全省各族人民的共同努力,较好地完成了国民经济和社会发展“八五”计划。在这一时期,全省经济社会在改革开放中发展,在克服困难中前进,国民经济进入了改革开放以来又一个比较快的发展时期,城乡人民生活正在向稳定脱贫奔小康的目标迈进。——国民经济实现持续增长,全省经济发展步伐加快。预计“八五”时期国民生产总值由260亿元增加到639亿元,年均增长率由“七五”的6.7%提高到9%;其中第一产业增长4.4%,第二产业增长11.5%,第三产业增长11.3%,三次产业比重由38.5:35.7:25.8调整为34:38:28。据测算,可提前在1996年实现
