1985年1月,国家计委以计土[1985]128号文批复了《松花江流域规划任务书》、《修订辽河流域规划任务书》和《松花江、辽河流域水资源综合开发利用规划任务书》。为了贯彻落实这三个规划任务书的各项要求和协调规划工作,按照国家计委的部署,水利电力部于1985年9月9～13日在黑龙江省哈尔滨市召开了“松辽流域规划协调会”。参加会议的有:水利电力部:交通部、建设部、农牧渔业部、地矿部、林业部、国务院东北经济区规划办公
In January 1985, the State Development Planning Commission approved the “Songhua River Basin Planning Mission Statement”, “Revision of Liaohe River Basin Planning Mission Statement” and “Songhua River and Liaohe River Basin Comprehensive Development and Utilization Planning Mission” with Yitou [1985] No. 128 book“.
