在政府机构职能转换过程中,某些行业主管部仃不是按照市场经济体制的要求转变职能,而只是简单地换块招牌,将原有政府部门的招牌变为“××总公司”、“××集团公司”。人员依旧,职能依旧,管理方式依旧。这种由政府机构摇身一变而来的所谓“公司”,被形象地称为“翻牌公司”。在中国的市场导向型改革中出现“翻牌公司”不是偶然的,它的出现有着深层次的历史涵义、历史背景,也蕴含着丰富的昭示未来中国市场化进程的历史启示。
