在全国大跃进的形势下,我国水电建設已掀起全面跃进的高潮。1958年裝机容量卽达35万瓩,1959年的裝机容量則为300万瓩,这是一个飞跃的发展。在这样高速度发展的情况下,不可避免的要产生原材料不足的困难。这就要求我們必須积极的研究采取以土代洋、土中出洋、找代用品,大量节約原材料,及以小型设备代替大型設备等革命措施,以解决目前原材料和设备不足的困难,这是当前工作中的关键性问題,也是我們当前技术革命的中心课题。

In such a high-speed development, inevitably produce raw materials shortage of difficulties. This requires that we must actively study and adopt revolutionary measures such as replacing the ocean with our soil, finding a substitute for the soil, saving raw materials in large quantities, and replacing large-scale equipment with small-scale equipment so as to solve the current difficulties in the shortage of raw materials and equipment. Is the key issue in our current work and the central issue of our current technological revolution.
