I. ISSUES IN THE 1980s Overheating in both the public and private sectors during the period 1975-1980 caused a surge in external deficits. In the late 1970s, the macro economy was seriously unbalanced. The current account deficit in current account deficit accounted for 7.6% of GDP and the rate of inflation reached 9.9% in 1979. There are several important reasons for this imbalance: overruns, artificially lowering domestic energy prices and over-adjusting state-owned enterprises
