党的十一届三中全会以来。由于党中央、国务院一再强调要搞活企业，特别是要搞活全民所有制大中型企业，并多次作出了规定，采取了许多措施，企业的活力有了较大的增强。但目前党中央和国务院的许多规定还未落实，企业活力特别是大中型企业活力还受到一定的束缚。搞活企业，增强企业活力仍然是经济体制改革需要进一步解决的问题。
