关于西部大开发有钱才是硬道理,西部开发需要资金,中央政府应该给西部更加灵活的政策,更加灵活的机制,特别是融资的机制,要逐步建立长期稳定的西部开发的资金渠道,为此,要解放思想西部开发重要的是资金问题现在谈谈西部大开发的问题。西部大开发战略提出以后,我到西部转了一圈,结果所到之处,计生干部都反映说中央开发西部只发文件不给大钱。实际上,西部大开发战略提出后,每年中央都投入了1600亿元财政资金。那西部为什么看不到钱呢?因为西部太大了,12个省、自治区,一个地方才100多亿元,当然不够。怎样才能解决西部开发的资金问题?中央在十六大报告中讲了两句话,一句好懂,一句不好懂。好懂的一句是,今后中央要在项目安排、税收政策、财政转移支付方面给西部地区更大的支持。接下来一句不好懂,逐步建立长期稳定的西部开发的资金渠道。这个渠道是什么呢?中央没有说。大家也都不明
