传统的人事、劳动、工资制度的弊端是平均主义,扼杀了人们的劳动积极性,抑制了生产力的发展。在发展商品经济中,它的弊端显得更为突出。但是人们在这一套人事、劳动、工资制度下,生活了几十年,形成了适应这种制度的生活习惯、行为方式和价值观念,觉得人人有饭吃,活得自在。一下子要改革掉.难度的确很大。说企业的三项制度难改,是因为这套制度不是企业自己制定的。制定这套制度的机关,权比企业大,地位比企业高,让企业率先去破这套制度,象用胳膊扭大腿,很难扭得过。一边给企业放权,一边一些部门收权,《企业法》难以落实。“解铃还须系铃人”,
