县域经济是国民经济的基础,是农民增收的来源。发展县域经济,提升地方经济实力,是全面建设小康社会的关键。为此,必须树立科学的发展观,用新的思路、新的方法、新的措施去大力推进,认真实施。一、转变发展观念,调整发展思路县域经济的强弱,通常是用GDP来衡量的,GDP 越高,县域经济实力越强,反之,GDP越低,县域经济实力越弱。但在全国树立和落实科学发展观的形势下,再也不能用旧的观念、以GDP高低论英雄,必须以全面、协调、可持续发展为标准,走科学发展的路子。本世纪前20年石柱经济社会发展的奋斗目标是建成三峡库区绿色生态经济强县,实现全面小康。要实现这个目标,石柱必须突出一个重点,走好一条道路,用活一项政策。
