1996年哈尔滨市在全市开展了社区卫生服务工作,道里区从试点到全面开展,已经2年,通过实践,我们感到开展社区服务工作,卫生服务应是其中不可缺少的重要内容。特别是全国卫生工作会议之后,《中共中央、国务院关于卫生改革与发展的决定》中明确指出“改革城市卫生服务体系,积极发展社区卫生服务”。我们把开展社区卫生服务作为城市卫生服务体系改革的突破口。在道里区委、区政府的领导下,从1996年起,在试点的基础上,积极开展社区卫生服务工作,这种服务是面向社区人群和家庭,主要是以区所在大型医院为依托,全科医疗保健站为基地,集临床医学,预防医学,康复
