多年来,地市报纸一向崇尚“小报小办”。其实,小报“大”办,才是地市报纸推进改革的新思路。这是因为:第一,小报并不“小”。地市报纸在当地的地位和作用不亚于大报。在通讯设备已明显改善的今天,当地读者从报纸上获悉国内外重大新闻,从时间上看,不是“小报重复大报”,而是“大报重复小报”;具有全国意义的地方新闻更不必说。因此,小报绝不是大报的“补充”,它具有和大报一样的独立存在的意义。第二,小报读者的胃口并不“小”。打开一张地市报纸,人们已经不满足于了解本地本市,还想知道全国和世界;不仅想了解政治、经济,还希望知道文化、体育……。“本地东西太多”已经不是什么“优点”。第三,“小办”未必真“小”。在地市报纸的版面上,常见大块的会议消息和官样文章。平心而论,这种现象往往比大报还严重。“小办”的排他性和扬本性
