大中型企业作为“国家队”，在国民经济中居主导地住。全国将近80％的财政收入来自大中型骨干企业。当前相当一部分大中型企业生产经营陷入困境，纷纷呼吁国家给予特殊政策，已引起了国家和有关部门的高度重视。怎样使大中型企业摆脱困境呢？通过对第一重型机器厂（下面简称“一重”）的调查研究，发现了一些问题，并就此谈谈我们的意见。
Large and medium-sized enterprises as the “national team” dominate the national economy. Nearly 80% of the country’s fiscal revenue comes from large and medium-sized backbone enterprises. At present, the production and operation of a large number of large and medium-sized enterprises are in trouble. They have called for the country to give special policies, which has aroused the attention of the state and relevant departments. How to get large and medium-sized enterprises out of trouble? Through the investigation and research on the first heavy machine factory (hereinafter abbreviated as “a”), we discovered some problems and talked about our opinions on this.
