同志們: 正值我們的國家進入第一個五年建設計劃的新時期,我們來召開全國高等師範教育會議,商討培養中等學校師資的大事,這對國家建設是有重大意義的。爲了適應國家工業化的需要,爲了密切配合國家建設計劃,我們全部教育事業必須有一番新的安排。爲此,中央教育部在今年六月曾召開第二次全國教育工作會議,今天又召開了高等師範教育會議,以後還將舉行中學教育會議和師範教育會議。這一次會議把關於培養中等學校師資的若干重要而迫切的問題,提出來討論,並力求得到適當的解決,以期保證全部普通教育能按計劃發展。我今天先就全國高等師範教育的基本情況和今後方針、任務提出以下的報告。
Comrades: Just as our country entered the first five-year construction plan of a new era, we have to convene a National Higher Normal Education Conference to discuss major issues of training secondary school teachers, which is of great significance to the construction of our country. In order to meet the needs of national industrialization and to closely cooperate with the national construction plan, we must have some new arrangements for all education. To this end, the Central Ministry of Education convened the second national education conference in June this year. Today, a higher education education conference was held and a secondary education conference and a teacher education conference will be held in the future. At this meeting, a number of important and urgent issues concerning the training of secondary school teachers were put forward for discussion and sought to be properly resolved so as to ensure that all general education could proceed as planned. Today I first present the following report on the basic situation of the nation’s higher normal education and its future directions and tasks.
