近年来,随着内外部环境的变化,电信运营企业进入转型发展和深化改革的关键时期,全业务竞争导致市场拓展艰难,“营改增”带来成本费用的进一步下降,“生死线”的考核让一线单元经营和基层员工承受了巨大的压力,企业文化在一定层面上被弱化,部分基层人员感到迷茫、无所适从、缺乏归属感。为改变这一现状,中国电信安徽公司(以下简称“安徽电信”)深入推进体制机制改革,在一线经营、维护单元实施划小承包制,通过市场化手段提升企业核心竞争力。在企业改革推进过程中,安徽电信还在集团发展战略和文化理念的基础上,结合安徽实际提出将亮剑精神打造成公司特色文化。经过三年的创新实践,形成了“点布局、线穿梭、片覆盖、面辐射、网管控、整推进”六位一体的面向基层的企业文化传播体系。通过多位一体的文化宣传渠道建设和丰富多彩的主题活动开展,使企业的核心文化理念快速落地,真正实现了面向基层一线的企业文化传播新常态。
In recent years, as the internal and external environment changes, telecom operators enter a critical period of transformation and deepening of reform. After three years of innovation and practice, a ”grassroots-level corporate culture communication system has been formed with a six-in-one system of“ point layout, line shuttle, piece coverage, surface radiation, network management and control, and overall promotion. ” Through the multi-in-one cultural propaganda channel construction and rich and colorful theme activities, the core cultural concepts of enterprises have been quickly put on the ground and the new normal of corporate culture communication oriented to the grassroots level has been truly realized.
