根据建立社会主义市场经济体制的要求,不少企业在设置内部组织机构时,有的将企管办划入计划部门,有的将企管办并入厂部(公司)办公室,有的则新设综合管理部门或经济开发部门。本人认为,企管办划入企业办公室(以下简称“两办”),将“两办”合而为一较为有利。本文试就“两办”职能的内在联系,以及合并促进职能强化等问题作粗浅的探索。
