由于政治上的敏感性、经济上的复杂性及国际金融环境的不稳定性，使得香港“九七”后国际金融中心地位的发展问题变得扑朔迷离，倍受世人关注。本文认为，无论是从法律、比较及成本的角度，还是从道义上与历史的角度来看，中方均无意改变香港国际金融中心的地位；香港强大的城市整体功能与高度发达的金融业将成为构筑香港国际金融中心地位的坚固基石；令人瞩目的“中国因素”将一如既往地促使和推动香港国际金融中心地位的进一步巩固与提高；国际经济的复苏及世界经济发展重心的东移也将对香港金融未来的发展产生广泛而积极的影响。不过虽然内地、香港及国际环境总体上十分利好于香港国际金融中心地位的发展，但同时也存在一些制约与不利。因此这就需要我们积极采取对策，从而促使香港国际金融中心形成一个天时、地利与人和的发展佳境。

This article argues that China has no intention of changing the status of Hong Kong as an international financial center in terms of law, comparison and cost, or both from a moral and historical point of view. The strong urban overall function of Hong Kong and the highly developed financial industry will become The solid foundation for Hong Kong’s position as an international financial center; the notable “China factor” will continue to promote and promote the further consolidation and enhancement of Hong Kong’s position as an international financial center; the recovery of the international economy and the eastward shift in the world economic development center will also be a The future development of Hong Kong’s finance has a broad and positive impact. However, although the Mainland, Hong Kong and the international environment are generally very favorable to the development of Hong Kong’s status as an international financial center, there are also some restrictions and disadvantages. Therefore, this requires that we actively take countermeasures so that Hong Kong’s international financial center will be given a favorable development in the best of its weather, geography and people.
