水资源在我国西部民族地区呈南富北缺的态势,水资源的短缺成为制约我国西北民族地区经济社会可持续发展的关键因素,西部民族地区应以完善水权初始配置制度入手,充分行使民族自治地方的自治权,构建科学的水资源管理体系和水市场的统一监管体系,以此促进节约用水和水资源的可持续利用,为民族地区经济发展和保护生态环境奠定坚实的物质基础。
Water resources in southern China’s ethnic areas showed a northward deficit. The shortage of water resources became the key factor restricting the sustainable development of economy and society in the northwestern ethnic areas of our country. The western ethnic areas should improve the initial allocation of water rights and fully exercise their nationality The autonomy of autonomous areas, building a scientific water resources management system and a unified regulatory system for water markets so as to promote the sustainable use of water conservation and water resources and lay a solid material foundation for the economic development in ethnic areas and the protection of the ecological environment.
