进入21世纪,终身学习开始从一种理念变为一种国家目标和全民行动,全民学习、终身学习的学习型社会建设进入新阶段。学习型社会建设的前提是经济转型和教育改变,有中国特色的社会主义现代化教育体系是学习型社会建设的体系框架,政府、社会、学校和公民的广泛参与是学习型社会建设的可靠保障。北京、上海、天津等大城市要率先在全国建立学习型城市和学习型社会。

In the 21st century, lifelong learning has begun to move from a concept to a national goal and a universal action, and a learning society with universal learning and lifelong learning has entered a new phase.
