《瞭望》日前刊登了关于官员“出国考察”灰幕的报道,揭露了官员公费出国考察过程中的种种猫腻和腐败现象,展示出我国的公费出国考察制度正在衍变成腐败的温床。从改革开放前的闭关锁国到现在的纷纷出国,历史仿佛彻底地翻了个“筋斗”。我国官员公费出国考察制度是在上世纪80年代中期开始的,其目的是让官员开阔眼界,学习发达国家的“先进经验”。
Recently, the “Outlook” published reports on the official’s “overseas study”, exposing all the excrement and corruption in the process of going public for official expenses and demonstrating that our country’s system of studying abroad for public expense is changing into a hotbed of corruption. From the closed-door policy of the pre-reform and opening up to the current one after another, history seems to have completely reversed the “struggle”. The official study abroad system for public officials in our country began in the mid-1980s with the aim of letting officials broaden their horizons and learning advanced experience in developed countries.
