建国以来,特别是无产阶级文化大革命以来,我省广大人民,在毛主席革命路线的指引下,在各级党委的正确领导下,发扬大寨精神,以阶级斗争为纲,坚持党的基本路线,自力更生,艰苦奋斗,兴建了大量水利工程,对抗御水旱灾害,保证工农业发展,发挥了很大作用。去冬今春,在举国上下都为普及大寨县而奋斗的热潮中,我省又有千百万劳动大军奋战在农田基本建设工地上,新的水利工程如雨后春笋,一批批投产发挥效益,给右倾翻案风以有力回击。在这大好形势下,如何保护已有建设成果,也是人们所热切关心的。
