我县为传达今年秋征政策,布置秋征工作为中心,结合检查秋耕、秋种及贯彻增产节约,准备冬修等工作,于十月十九日召开了第二次干部扩大会议。出席这次会议的有县直属机关团体等负责同志及区、乡干部共计三百六十余人。大会於十九日上午八时开幕,首先由刘吉逢代副县长总结了当前生产工作情况,传达了今年秋征政策,并分组学习和讨论了「安徽省一九五二年农业税施行细则草案」。在县的各部门负责人分工深入掌握下,讨论比较深刻,不仅暴露和批判了每人对秋征的思想情况,因而正确地接受了政策,并且提高了信心掀起了竞赛热潮。会议至二十二日下午一时胜利结束(历时三天半),基本上达到大会预期的目的。现将会议所暴露的和解决的主要问题,分别报告如下:一、首先批判和克服了某些干部,只看到今年公粮取销附加,农民负担减轻和年岁丰收等有利条件,即认为今年秋征任务容易完成的盲目乐观的错误思想。同时,在讨论中还批判了过去的单纯任务观点,不顾政策的强迫命令的思想与作风。如城厢区干部忍为:「不准强迫命令,
