在改革和开放政策的指引下,温州的家庭工业和专业市场得到迅猛的发展。个体经济的崛起,引起温州市所有制结构的重大变化。据1985年统计,全民所有制经济产值在全市工业总产值中的比重,由1980年占31.4%降为18.4%;国营商业零售额所占比重,由1980年的38.2%下降为27.4%。而个体商业由2.2%上升为27.5%。由此,在理论上提出了一个问题,在这种所有制结构下,怎样看待国营经济的主导作用。温州模式虽有其一定的特殊性,但在改革和开放的形势下,其他省市地区的所有制结构也必将产生新的变化,国营经济所占比重在发展中相对下降,而个体经济比重随着商品经济的发展有所增长。因此,研究分析国营经济在新形势下的主导作用,是有其一定的理论和实践意义的。
