党的十八大提出,2020年城乡居民人均收入比2010年翻一番。这是我国首次将城乡居民收入倍增目标写入党代会报告。各地据此制定出台了相应的城乡居民收入倍增计划。然而,在我国城乡居民的收入结构谱系中,一线职工和劣势群体分别处于次低端和最低端。因此,实现收入倍增计划要重点照顾一线职工和劣势群体。
The 18th CPC National Congress proposed that the per capita income of urban and rural residents should double in 2020 over 2010. This is the first time that our country will double the income target of urban and rural residents into the congressional report. Accordingly, all localities formulated and promulgated the corresponding plan for the double income of urban and rural residents. However, in the pedigree of income structure of urban and rural residents in China, the front-line workers and disadvantaged groups are in the second lowest and the lowest respectively. Therefore, to double the income plan to focus on the frontline workers and disadvantaged groups.
