处于饶平县海山镇与汫洲镇之间的三百门大堤,是海山岛连结大陆的陆上唯一通道,也是饶平县以及粤东地区进入“粤东黄金海岸”柘林湾的交通要塞。近几年来,三百门大堤及小红山路段被占路为市进行水产品交易现象日益严重,经常造成交通阻塞,并引发了诸多的社会问题,制约和影响着当地以及饶平县的经济建设和社会发展。县政府及有关部门曾采取措施加强管理,但问题一直未能得到很好解决,广大干部群众反映强烈。1994年3月,在县十届人大二次会议上,林盈固等10名代表向大会提交了要求加强三百门大堤交通管理的议案。议案言真意切地指出三百门大堤交通阻塞的危害,要求县政府及早解决这一关系到全县经济建设和社会发展的大事。议案提交大会主席团审议,获得大会通过。人代会后,县人大常委会对这一议案的实施开展专题调查,并分工两位副主任负责组织调查工作。通过调查了解到,造成三百门大堤交通严重阻塞的主要原因有三个:其一,现有
