民以食为天,吃饭第一。吃饭得有饭碗,即有岗位可就。有岗位就有饭碗,丧失岗位就丧失饭碗。就业与再就业,时个人而言,首先就是找饭碗的问题。有人断言,国有企业改革改到人为止:又有人说,国有企业改革改到人才开始。其意思都是说,改革饭碗问题关系重大,涉及职工个人生存、企业改革成败和国家稳定发展。再就业不仅是下岗职工找饭碗的问题,而且是事关改革全局的战略性问题。
