通过近几年的研究,我们认为,我国粮食内外贸协调统一体制的目标模式应是:建立起国家统一管理、内外贸结合、进出口与国内储备吞吐紧密衔接,企业联合对外并展开有序竞争的经营管理体系,以保证国家进出口粮食能够在国家强有力的宏观调控之下灵活吞吐,进出有序,以最低成本实现国内粮食市场的总量平衡,其要点是: 第一,国家对粮食进出口实行集中统一管理,变企业垄断为国家垄断,从目前粮食进出口贸易多头分管的体制转变为一个主管部门全权负责的管理体制。 第二,积极促使国内外两个市场尽快接轨,彻底打破内外贸分隔的管理和经营模式,把国内国际两个市场联接起来,充分有
