The fourth ASEAN summit ended successfully in Singapore in late January 1992. From the documents published at the end of the meeting, the main achievement of this summit lies in formulating the basic blueprint for establishing an ASEAN free trade area. The ASEAN Economic Cooperation Framework Agreement and the Joint Agreement on Effective Preferential Tariffs signed by ASEAN leaders plan the basic direction for establishing ASEAN free trade area in the next 15 years and draw up a concrete plan of action for establishing a free trade area.
