互联互通究竟难在哪里,怎样才能对症下药,尽可能好地保持网间良好的互联互通?专家认为,主导运营商排挤竞争对手的动机无非有两个,其一是竞争,其二是担心网络投资得不到有效补偿,前者是根本原因。因此,要保持电信业良好、健康的发展,除了要建立起科学合理互联成本计算体系,完善网间结算之外,关键是要加快政府监管体系的发展,加强政府的管制。
