国际私法适应国际社会关系的需要而产生，也随着国际社会关系的变迁而发展。国际私法适应现代国际社会关系新走向而在基本精神上呈现了转换态势。国际私法基本精神之转换将引起国际私法制度系统的重大变革。把握这一规律有助于增强国际私法立法的科学性，提高国际私法作为解决国际民商法律冲突工具的社会效益。
Private international law, adapted to the needs of the international community, has also evolved with changes in the international community. Private international law adapts itself to the new trend of modern international social relations and presents the basic spirit of transformation. The conversion of the basic spirit of private international law will lead to a major systematic change in the system of private international law.
